US/Canada Tax Treaty provides that the Canada Pension Plan (CPP) and Old Age Security (OAS) are treated as a Social Security Benefit, and as such, taxable only in one country.
If you are a Canadian Citizen who lives in the US and files his/her tax return as a US resident, your CPP/OAS benefits are taxable in the US, and non-taxable in Canada.
If you are a US citizen who lives in Canada and files taxes as a Canadian resident, your Social Security benefits are taxable in Canada and you do not need to report them on your 1040. You however, must report this income on Form 8833(Treaty-Based Return Position Disclosure).
